Honestly, I haven't seen the release notes and couldn't tell you. I just know it installs just before the Dr. Pepper parts install.

forum.spore.com/jforum/posts/list/55278.pageAnswer appears to be that patch 6 only adds modularity so that the Dr. Pepper pack can be installed (no fixes or new features aside from this modularity), so there was no need to release it as an update. Patch 7, of course, would include the modularity of patch 6. I've added pseudo-release notes in my original post.
